TRAINING OF CIVIL SERVANTS

 

Training of civil servants is  an important area of personal policy for the professionalization of staff and is the main part of the public service. In   political documents, such as "Strategy 2030",  the  President's annual message to the people of Kazakhstan, you can see  strategic goals for staff development and professional development training public service. Due to the increasing scale and complexity of the problems  arising in the course of administrative reform in the public service,  there is a growing need for modern managers who know how to solve major problems and have strategic vision and creative thinking.

 

According the Law of the Republic of Kazakhstan   "About Civil Service",  civil servants have the right to be retrained and encrease their professional levels. So the realization of this  right is made with the help of  the regional centres of training and retraining the civil servants. The professional retraining is one of the most important items of education of civil servants.

 

The main target of the retraining course is   the formation of  contemporary  base system of knowlidge on the theory and practice of public administration, organization, development and improvement of public services and effective management culture for successful adaptation in the new professional space.

 

Training of civil servants  involves doing different types of written work, which is an important form of enhancing creativity of listeners . It also helps to perpetuate  new theoretical knowledge, forming   additional skills for independent analysis of the processes which take place in the political life of the state, the evaluation of civil servants in the performance of their duties.

 

New emploees in the public service.

 

Retraining of civil servants for the category of newly public service is carried out on  6-week courses (240 academic hours).The curriculum of the workshop consists of the following academic units:

 Full-time courses.  Intramural phase of training takes place at the Regional Centre and includes a 2-week course of lectures (80 hours), practical training, testing, and protection of the course work.

 

 Public employees at senior appointments.

 

For civil servants, appointed to a senior position, retraining is carried on a 7-week courses. Curriculum of the  seminar "Civil Service: modern methods and technologies" for civil servants,  appointed to a senior position, consists of 280  hours and includes :
